Preliminary Engineering and Park Conceptual Planning Phase

Due to restrictions on public gatherings in 2020 to June 2021, the first public outreach effort of the Preliminary Engineering and Park Conceptual Planning phase was conducted as an online presentation in January 2021. The full recording of the presentation is below, followed by links to the meeting materials which were on display at the Civic Center from December 2020 through February 2021.

On August 31, 2021, the final Public Outreach Meeting of the preliminary engineering and park conceptual planning phase was held at Springfield Oaks. The presentation included an overview of the 100% complete design engineering drawings, engineer’s opinion of construction cost, review of the restoration process and natural resources benefits, and revised concept plans for future park redevelopment. Following the presentation was a one-hour Q&A session.

Feasibility Study Phase

Included as part of the Feasibility Study were two public information meetings—the first was held on March 5, 2019. The purpose of the meeting was to inform the public of the current conditions of the dam and pond, the different factors being evaluated, and how the factors may impact future decisions by the Township and Oakland County. A notice of this meeting was posted at the Township offices, Library, Parks & Recreation office, Hart Community Center, Fire Station 2 and on websites for both Springfield and Oakland County. Following a presentation by the AECOM engineers, the floor was opened to comments and questions from the public. The presentation slides and the information boards which were on display for the meeting are available through the link at left. The info boards from the meeting were put on display in the hallway outside the Springfield Township Library the next morning.

The second public information meeting was held on Wednesday, May 22, 2019 at 6:30 pm. For this meeting AECOM presented more detailed findings and conclusions and provided renderings to illustrate what each of the options could look like. As with the first public meeting, notice was posted on the Township and County websites and at Township offices and facilities. Additionally, notice was posted at the information display in the hallway outside the Springfield Township Library and emailed/mailed to all who requested to be included in the Mill Pond Dam update distribution list. Further, the Township Board authorized the Clerk to mail personal notices of the May 22 meeting to all properties within 300 feet of the pond and dam. Information boards and renderings that were presented at the May 22 meeting are available at the link at the left. These info boards were on display in the hallway outside the Springfield Township Library until the June 6 meeting of the Township Board to discuss alternatives.
